How about Canadian job stimulation?

Obviously I don’t know much about the oil industry but I was thinking about this Keystone pipeline and I couldn’t help but think why are we spending 5 billion dollars to send crude to Texas to be processed.  Why don’t we just process it ourselves and complete the value chain?  I am sure $5 billion that would have been spent on the pipeline would be a pretty good start to the infrastructure required.  It would add a huge amount of jobs in Canada and the move wouldn’t require US approval.
